This study examines the process of cultural institution-building and the transformation of social identity among the Zoroastrians of Yazd during the Qajar period. As the principal demographic center of Iranian Zoroastrians, Yazd provides a significant case for analyzing minority cultural agency within a traditional socio-political structure. Employing a descriptive-analytical approach and drawing upon archival documents, Qajar-era newspapers, and the proceedings of the National Consultative Assembly, the research is framed within the conceptual lens of cultural and social capital. The findings indicate that financial support and transregional connections with the Parsis of India facilitated the establishment of modern schools and community associations, which functioned as institutional platforms for the production of new cultural norms and collective identity. These developments contributed to the consolidation of intra-communal solidarity and the emergence of a distinct minority political culture during the Constitutional period. However, the process of modernization remained largely elite-centered and did not fully transform local social hierarchies. The experience of Yazd’s Zoroastrians thus reflects a form of limited cultural modernization within a persistent traditional power structure
